Because this uncertainty could not be resolved, EFSA determined that titanium dioxide could no longer be considered safe as a food additive. The European Union subsequently prohibited its use in foods.
Other regulatory agencies have reached different conclusions.
The U.S. Food and Drug Administration (FDA) continues to allow titanium dioxide in foods within established limits, stating that current evidence does not demonstrate a safety concern under approved conditions of use.
Similarly, the Joint FAO/WHO Expert Committee on Food Additives (JECFA) concluded that available evidence does not provide convincing proof that food-grade titanium dioxide is genotoxic, while acknowledging that additional research is still needed.
Overall, the current scientific evidence does not prove that normal dietary exposure causes disease in humans, but it also has not completely resolved questions surrounding long-term exposure and very small particles.
